That was the city of New Orleans' message to it's people. Read this. I think Mayor Nagin should listen to a particular Eric Clapton song that goes
Before you accuse me, take a look at yourself.
Before he goes around shooting his mouth off against Bush, maybe he should look in the mirror.

Did you even read what the article says?

It says that the city couldn't do anything and the government isn't going to help. It's not an admission that it's the city's fault - it's an admission that the city was incapable of doing anything.

Effectively, it puts the blame in two places - one, the people for not getting out, and two, the government for doing jack all.

A city is incapable of doing anything especially if it did not have a workable plan and had practiced in part in even trying to execute the plan to see what could go wrong. Not to mention; I just think they thought it would not happen on their watch so to speak. So much incompetance by a few people in such a short period of time.

Forget the plan - a single city doesn't have the resources to do what you want it to.
