That's the problem Chris - people were not getting jobs on the basis of their skin colour... so that left a hell of a lot of people from one ethnicity without jobs. So to counteract that problem, they tried to give them as many jobs as possible in the shortest time possible - affirmative action.
It's still necessary in some respects, but it always pisses people off when it comes to such service positions.

I don't think it was ever necessary. Nobody should or shouldn't get a job based on the color of their skin. You hire the best qualified person.
